India and Netherlands Strengthen Technical Cooperation on Gujarat's Kalpasar Project

India and Netherlands Strengthen Technical Cooperation on Gujarat Kalpasar Project
  • India–Netherlands Cooperation on Kalpasar: India and the Netherlands have strengthened cooperation on Gujarat's ambitious Kalpasar Project through technical collaboration under the India–Netherlands Strategic Partnership on Water. A Letter of Intent for technical cooperation was signed during Prime Minister Narendra Modi's visit to the Netherlands in May 2026. Subsequently, on 24 September 2026, two tripartite MoUs were signed during the 9th India International Water Week (IIWW) 2026 in New Delhi.
  • Two Tripartite MoUs Signed: The MoUs were signed among the Central Water Commission (CWC), the Kalpasar Department, Government of Gujarat, and Dutch knowledge institutions Deltares and TU Delft. One MoU focuses on technical support, while the other focuses on capacity building and training. The cooperation will facilitate the sharing of Dutch expertise and advanced engineering practices for the planning, design and implementation of the project.
  • Dutch Technical Expertise: The Indo-Dutch cooperation is intended to strengthen the Kalpasar Project's technical foundation through expertise in areas including coastal engineering, hydraulic modelling, salinity management, climate resilience and water management.
  • Scope of the Kalpasar Project: The Kalpasar Project envisages the construction of a dam across the Gulf of Khambhat to create a large freshwater reservoir. The project is intended to augment freshwater availability, particularly for the water-scarce Saurashtra region, and provide water for irrigation and other identified uses.
  • Freshwater Reservoir: The project proposes to create a freshwater reservoir using runoff from rivers including the Sabarmati, Mahi and Dhadhar, supplemented by water conveyed from the Narmada River.
  • Transport Connectivity: The project includes a proposed highway-cum-rail corridor over the dam. According to the Government of India's July 2026 update, the present project layout is expected to reduce the travel distance between Bhavnagar and Surat by approximately 179 km, from around 356 km by the existing land route to about 177 km through the proposed dyke corridor.
  • Renewable Energy: The current project plan envisages approximately 2,470 MW of hybrid renewable-energy capacity on reclaimed land that is presently submerged during high tide. The renewable energy is proposed to be used, among other purposes, for pumping freshwater to meet irrigation requirements in coastal regions of Saurashtra.
  • Salinity Management: The DPR incorporates engineering measures, hydraulic studies and salinity-management strategies to address the issue of salinity ingress.
  • Project Status: As of July 2026, the Detailed Project Report (DPR) was at an advanced stage of finalization. The ongoing Indo-Dutch technical cooperation is expected to further strengthen the DPR through international best practices and advanced technical expertise.
