Ministry of Panchayati Raj Launches Peoples Plan Campaign 2026-27 Sabki Yojana Sabka Vikas
  • Nationwide Launch on Gandhi Jayanti: The Ministry of Panchayati Raj launched the People’s Plan Campaign (PPC) 2026–27, titled “Sabki Yojana, Sabka Vikas,” through Special Gram Sabhas on 2 October 2026. The campaign focuses on participatory and evidence-based Panchayat planning.
  • Gram Sabha and Panchayat Planning: Special Gram Sabhas across the country are being used to discuss local needs, review implementation of government schemes and identify development priorities. Gram Panchayats will prepare their development plans for Financial Year 2027–28.
  • Scale: More than 2.55 lakh Gram Panchayats prepare and upload their plans on the eGramSwaraj platform.
  • Whole-of-Government Convergence: The Gram Sabha discussions include citizen-centric schemes and initiatives covering areas such as drinking water, sanitation, rural housing, livelihoods and other rural-development priorities. Importantly, as of 2026, rural employment is governed by the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) [VB-G RAM G] Act, 2025, which came into force on 1 July 2026, replacing MGNREGA and providing a statutory guarantee of 125 days of wage employment to eligible rural households.
  • Localization of Sustainable Development Goals (LSDGs): Panchayat planning is aligned with nine LSDG themes:
    1. Poverty-Free and Enhanced Livelihoods Panchayat
    2. Healthy Panchayat
    3. Child-Friendly Panchayat
    4. Water-Sufficient Panchayat
    5. Clean and Green Panchayat
    6. Panchayat with Self-Sufficient Infrastructure
    7. Socially Just and Socially Secured Panchayat

    9. Women-Friendly Panchayat.
  • Digital Transformation and Spatial Planning:
    • eGramSwaraj supports Panchayat planning, budgeting, accounting, progress reporting and asset management.
    • AuditOnline provides online auditing of Panchayat accounts. Both applications operate under the broader e-Panchayat Mission Mode Project, but they should not be described simply as one integrated application.
    • The SVAMITVA Scheme uses drone-based surveys and GIS data to create accurate rural spatial information. Its GIS outputs can support better-quality Gram Panchayat Development Plans (GPDPs) through spatial planning tools such as Gram Manchitra.
    • The Panchayat Advancement Index (PAI) measures Panchayat development across the nine LSDG themes and provides evidence for identifying development gaps and priorities.

Former TV Anchor Edward Rukidi Kijanangoma Crowned King of Uganda's Historic Tooro Kingdom

Former TV Anchor Edward Rukidi Kijanangoma Crowned King of Ugandas Historic Tooro Kingdom
  • Coronation in Fort Portal: Former television news anchor Edward Rukidi Kijanangoma, aged 56, was crowned the 13th King (Omukama) of Uganda's Tooro Kingdom on 29 September 2026. He adopted the regnal name Edward Rukidi Nyabongo I. The traditional enthronement ceremony took place at the Karuziika Royal Palace in Fort Portal. Uganda's President Yoweri Kaguta Museveni attended the ceremony.
  • Succession Following King Oyo's Death: Edward Rukidi succeeded King Oyo Nyimba Kabamba Iguru Rukidi IV, who died on 27 August 2026 at the age of 34 while receiving treatment in the United States. Oyo had become internationally known after ascending the Tooro throne at the age of 3 in 1995, following the death of his father, King Patrick Matthew Kaboyo Olimi III.
  • Succession Dispute: Edward Rukidi was selected by a 21-member committee of the royal Babiito clan. His selection followed a succession dispute in which members of the late King's family, including his mother and sister, claimed that Oyo had left a young son who was named as heir in a will. The Babiito clan said it was not aware of such a child and proceeded with the traditional succession process. The competing claim should therefore be regarded as a disputed succession claim, rather than an established fact.
  • Journalistic Background: Before becoming king, Edward Rukidi Kijanangoma worked as a television news anchor and editor at Uganda Broadcasting Corporation (UBC). Former colleagues described him as a respected and humble media professional.
  • Constitutional Status of Traditional Kingdoms: Uganda is a constitutional republic, while traditional or cultural institutions may exist under Article 246 of the 1995 Constitution. Traditional or cultural leaders do not exercise administrative, legislative or executive powers of the Government or local government. Uganda abolished its traditional kingdoms in 1967, and they were restored in 1993. The restored kingdoms therefore have cultural and traditional significance rather than sovereign governmental authority.

Reports based on flight data indicate a descent of approximately 14,000 feet in less than 30 seconds. The aircraft subsequently made an emergency landing at Prince Sultan bin Abdulaziz International Airport in Tabuk, Saudi Arabia, at approximately 9:45 a.m. local time.
  • Passengers and Other Pilots Intervened: After Captain Machchhar opened the cockpit door, passengers and crew members intervened to restrain the attacker. Two off-duty pilots who were travelling as passengers subsequently assisted in stabilising and landing the aircraft. The aircraft landed safely in Tabuk.
  • Investigation: Saudi and UAE authorities conducted an initial investigation. Saudi authorities stated that preliminary findings indicated that the co-pilot assaulted the captain, leaving both pilots injured. The exact motive and circumstances remain subject to investigation and should not be presented as definitively established.
  • Captain Machchhar's Career: Machchhar joined SpiceJet in June 2011 and worked there for more than 11 years, serving as a senior commander and later as a line training captain. Indian Army Conducts Exercise ‘Jai Se Vijay’ on NH-911 in Rajasthan to Demonstrate Highway-Based Military Aviation Capability

Indian Army Conducts Exercise Jai Se Vijay on NH-911 in Rajasthan to Demonstrate Highway-Based Military Aviation Capability
  • Highway Aviation Exercise: The Indian Army's Sapta Shakti Command (South Western Command) conducted Exercise ‘Jai Se Vijay’ on 29 September 2026 near Dantour in Rajasthan's Bikaner district, close to the India–Pakistan International Border. A designated stretch of National Highway-911 (NH-911) was temporarily used as a military operating surface for helicopter landing and take-off drills.
  • Exercise Theme: The exercise was conducted under the theme “Mission Ready, Future Ready”, highlighting the Army's emphasis on operational preparedness, mobility and adaptability in the western border sector.
  • Helicopters Participating: The exercise involved helicopters of the Army Aviation Corps, including:
    • Rudra — the armed/weaponised version of the Advanced Light Helicopter (ALH).
    • Dhruv — India's indigenous Advanced Light Helicopter.
    • Chetak — the Indian licence-built version of the Aérospatiale Alouette III.
The helicopters carried out precision landing and take-off drills on the highway.
  • Operational Significance: The exercise demonstrated the Army's ability to use suitable sections of existing road infrastructure as temporary or alternative helicopter operating locations when conventional airfields, helipads or other aviation facilities are unavailable or restricted. Such capability supports military mobility, troop movement, logistics, surveillance and other operational requirements.
  • Strategic Location: The use of NH-911 near Dantour demonstrated the potential military utility of dual-use civilian infrastructure in a strategically sensitive border region. The exercise also occurred during the period marking the 10th anniversary of the 2016 surgical strikes.
📌 Static GK & Exam Facts
Sapta Shakti Command: The South Western Command of the Indian Army is popularly known as Sapta Shakti Command. It was raised on 15 April 2005 at Jaipur and became operational on 15 August 2005. Its headquarters is at Jaipur, Rajasthan. It is the Indian Army's seventh and youngest operational command. Its motto is “Sarvada Vijayee Bhava” (Forever Victorious).
Army Aviation Corps: The Army Aviation Corps was raised on 1 November 1986. Its traditional motto is “Suveg Va Sudridh”, generally translated as “Swift and Sure.”
Emergency Landing Facilities on National Highways: The development of emergency landing facilities involves coordination between defence authorities and agencies such as the Ministry of Road Transport and Highways/NHAI. The first Emergency Landing Facility for Indian Air Force aircraft on a national highway was inaugurated on 9 September 2021 on the Satta–Gandhav stretch of NH-925A near Barmer, Rajasthan, by Defence Minister Rajnath Singh and Road Transport and Highways Minister Nitin Gadkari.
Important Correction: The 2021 facility should be called an Emergency Landing Facility (ELF) on NH-925A, not NH-911. The PIB specifically described it as the first use of a national highway for emergency landing of IAF aircraft.
National Highway-911: NH-911 is a national highway in Rajasthan. Its route runs from Bap in Jodhpur district towards Sri Ganganagar, passing through areas including Dantour, Pugal, Chhattargarh, Gharsana and Anupgarh. Therefore, the original description “Bikaner (Bap) to Suratgarh via Anupgarh” should be removed; Suratgarh is not the correct terminal description for NH-911.

Times Higher Education (THE): Times Higher Education is a British publication and higher-education data and rankings organisation based in London. THE has produced university rankings since 2004, initially in collaboration with Quacquarelli Symonds (QS). THE and QS subsequently began producing separate global university rankings.
THE World University Rankings 2027 Methodology: Uses 18 performance indicators organised into five broad areas:
• Teaching
• Research Environment
• Research Quality
• Industry
• International Outlook
Note: The original article's 29.5%, 29%, 30%, 7.5% and 4% figures should not be retained without qualification, because the 2027 methodology has evolved and THE's current methodology should be used rather than copying the weighting structure from an earlier edition. The official 2027 ranking page confirms the five broad categories.
Indian Institute of Science (IISc): Founded in 1909 in Bengaluru. It was established through the vision and efforts of Jamsetji Nusserwanji Tata, with support from the Maharaja of Mysore, Krishnaraja Wadiyar IV, and the Government of India. Morris Travers was its first Director.

Muthanga in Wayanad in News Over the 2026 Verdict in the 2003 Adivasi Land Agitation

Muthanga in Wayanad in News Over the 2026 Verdict in the 2003 Adivasi Land Agitation
  • Why Muthanga Was in the News: The Muthanga Adivasi land agitation again attracted national attention in late September 2026 following the 31 July 2026 verdict of the Principal Sessions Court, Wayanad, and subsequent proceedings before the Kerala High Court. The issue was again discussed prominently in national commentary on 30 September 2026.
  • Background of the Agitation: The Adivasi Gothra Maha Sabha (AGMS), associated with tribal leaders C. K. Janu and M. Geethanandan, began an occupation of land in the Muthanga area of Wayanad Wildlife Sanctuary in January 2003. The movement sought implementation of promises relating to land for landless Adivasi families.
  • Police Action and Deaths: On 19 February 2003, police conducted an operation to evict the protesters. Police constable Vinod and an Adivasi man identified as Jogi died during the confrontation, while several people were injured.
  • 2026 Court Verdict: On 31 July 2026, the Principal Sessions Court in Wayanad delivered its long-awaited verdict in the Muthanga case. Reports state that 56 accused were acquitted, while four leaders were convicted in relation to conspiracy, and an accused identified as Ashokan, who had died, was held responsible in relation to Vinod's death.
  • Kerala High Court Development: On 21 August 2026, the Kerala High Court suspended the sentences and granted bail pending appeal to those convicted.
  • Important Legal Context: The Forest Rights Act, 2006 was enacted three years after the Muthanga agitation. Shubman Gill Smashes Fastest-Ever ODI Double Century in 117 Balls; Shree Charani Sets All-Time ICC Women's T20I Bowling Rating Record

Shubman Gill Smashes Fastest-Ever ODI Double Century in 117 Balls Barsapara Cricket Stadium Guwahati
  • World Record ODI Double Century: Indian captain Shubman Gill created history on 30 September 2026 in the 2nd ODI against the West Indies at the Barsapara Cricket Stadium, Guwahati, by scoring the fastest double century in men's ODI cricket. Gill reached 200 in only 117 balls, breaking the previous record of 126 balls, held by India's Ishan Kishan, who achieved the feat against Bangladesh in Chattogram in December 2022.
  • Record-Breaking Innings: Gill remained unbeaten on 223 runs from 133 balls, including 26 fours and 8 sixes. India successfully chased the West Indies' 405/7 and reached 406/2, winning by 8 wickets with 39 balls remaining. Gill also became the first batter to score an ODI double century in a successful chase at this level and recorded the highest individual score in a successful ODI run chase.
  • Opening Partnership: Gill shared a 255-run opening partnership with Rohit Sharma, who scored 101. Virat Kohli and Ruturaj Gaikwad then helped complete India's successful chase. The West Indies' 405/7 was their first-ever 400-plus ODI total.
  • Multiple ODI Double Centuries: Gill's 223* was his second ODI double century, following his 208 against New Zealand in Hyderabad in January 2023. He therefore became only the second Indian batter after Rohit Sharma to score more than one men's ODI double century. Rohit remains the only batter with three ODI double centuries.
  • Fastest ODI Double Century: Gill's 117-ball double century is the fastest in men's ODI history, ahead of Ishan Kishan (126 balls) and Glenn Maxwell (128 balls).
  • Shree Charani's Historic ICC Milestone: India's left-arm spinner Shree Charani set a new all-time record in the ICC Women's T20I Bowling Rankings in the rankings update published on 29 September 2026. She reached a career-high 817 rating points while retaining the World No. 1 position.
  • All-Time Rating Record: Charani's 817 points surpassed the previous record of 806 points, achieved by Australia's Megan Schutt in November 2018. Thus, 817 is the highest rating ever recorded by a bowler in the ICC Women's T20I rankings.
  • First Indian Bowler Above 800 Points: Charani became the first Indian bowler to cross the 800-point mark in the ICC Women's T20I bowling rankings. The previous Indian high was below 800; Deepti Sharma's earlier career-best was 759, while Radha Yadav had reached 770.
  • Performances Behind the Record: Charani's record followed outstanding performances in India's 2026 Women's Asia Cup and Asian Games campaigns. She took 12 wickets in the Women's Asia Cup, including 4/20 in the final against Sri Lanka, and then took 8 wickets in the Asian Games, including 4/10 against Japan and 2/13 against Sri Lanka in the gold-medal match. India won both tournaments.
